Filter out pre-109 validation failed events from monitoring dashboard

There is a range of desktop Firefox clients with version <= 109 that will spuriously report validation failures. These appear in the Nimbus enrollment monitoring dashboard as 'Other Errors', however for clients <=109 these reports are just noise. We should filter them out entirely so that it does not appear as if there is an unexpected error in an experiment when there is not.
