A resolution was made for csswg-drafts/#10549.

[cssom-view] Spec for offsetTop/Left does not match impls when offsetParent is `position:static` `<body>` element

RESOLVED: change the spec to match reality around child-of-root BODY elements

To file a bug automatically for these resolutions, add the bug label to the issue.

If no bug is needed, the issue can be closed.
