Development Setup Needs Standardization

Currently, development setup is an involved process and requires everyone to individually set up their machines. This process takes a long time and can cause headaches in cases of laptop switches/failures.

To correct this problem, the concept of distributing a docker container for development is being proposed. This image, ideally, would have a place to live; however, for the interim committing a dockerfile to the repo should be fine.
