For a smaller region a test if for example v.import /vsizip/vsicurl/https://www.opengeodata.nrw.de/produkte/geobasis/lk/akt/hu_shp/hu_EPSG4647_Shape.zip/hu_shp.shp out=nrw_aoi_hu2 extent=region is faster than downloading the whole data set and then importing it would be interestring.
