THis is the tool ms usually recommends connecting to service bus: I have been unable to get it to connect, after starting the process:

The problem is basically that service bus explorer runs on a deprecated version of the servicebus SDK. In my trials, the older SDK would connect to port 443 which is not exposed on LocalSandbox. Even when I exposed the port by forwarding traffic to 7329, nothing good came of it.

It seems that management clients need to use the latest (3rd gen) servicebus SDK to be able to connect. As far as I know, there are currently no management clients that can run locally and are based on the latest SDK.
