I've read and understood the contribution guidelines.
I've searched for any related issues and avoided creating a duplicate issue.

Describe the solution you'd like

Provide network admin ability to force applied changes from plugin network settings even though site-admin didn't allow to do it

why you think the feature request is something we should consider?

Give network admin total control by new option
