Add "council statment" option not associated with a particular question

This would then be displayed on the council page in scorecards.

Probably would have this in a separate table and associated with a marking session.

TBD: who has access to this and when it's available. Is this something council's have access to as part of Right of Reply, or is this something that volunteers fill in later?

General feedback on scorecards
URL of latest Climate report/Action Plan
Any other information they think CEUK might want to know about.
