Can't remove “Extra details” information #5315

Describe the bug

The “Extra details” information can't be removed from reports.

To Reproduce

Steps to reproduce the behavior:

Log in as administrator
Visit a report
Type something under “Extra details” and save
Use the back button to go back to the report
Force refresh the page
Notice that the “Extra details” information is there
Remove all text under “Extra details” and save
Use the back button to go back to the report
Force refresh the page
Notice that the “Extra details” information is still there

Expected behavior

I would expect the “Extra details” information to be empty in Step 10 above.

Additional context

The problem can be worked around by putting a space under “Extra details”.
