Stronger, clearer Terms and Conditions

Following a chat with @ashapond this morning: there's a clear case for tightening these up, putting them in very plain English and more of a list format that the chatty prose that's in place at present.
Additionally we should make clear our stance on the usage of WTT for anything illegal, such as campaigns that encourage hate speech.
