Restore M11 and M12 encoding's attributes: scale_factor and add_offset for V2 S1 granules #18

When saving corrected or cropped S1 granules to NetCDF file, scale_factor and add_offset attributes were lost when storing values as short datatype (the attributes belong to the encoding settings and had to be set explicitly):

  • Need to restore original M11 and M12 from original cropped granules that exist in the backup
  • All granules that were affected by the correction will need to have autoRIFT generate input parameter files that store corrected M11 and M12

@mliukis for new velocity granules going forward, this should be fixed in ASFHyP3/hyp3-autorift#282
