NavBar Notification Banner Component

User Story

As an attendee, I want to be updated on the site.

Acceptance Criteria:

  • A popup Notification NavBar that responses to a created notification message in the app
  • An exit button to close the popup
  • Some Text in the middle that we want to show that user
