Document need to create SECRET_KEY_BASE secret if using infra template #59

What's the task?

Rails needs SECRET_KEY_BASE environment variable, so any app using this template needs to configure something like this: https://github.com/navapbc/platform-test/blob/7bf798dc07a8e3efe6c41f3368d4b179a6ade60f/infra/app-rails/app-config/env-config/environment_variables.tf#L34-L38

cc @doshitan seems like this should just be documentation. I can't think of a simple way to automate it.
