Look into intermittent transaction fetch failures

Sometimes we are unable to fetch the transaction details after submitting from the interact tab. I believe this is due to the fact that we use the public explorer database and—at times—the connections to that Postgres instance are totally exhausted. We should see if we can get some amount of reserved connection slots like explorer itself does
