[ArgoCD] - Improve Sync Wave deployment time

Description

The Context:
At the current state when the addons are being deployed, they use the Sync Waves to ensure the order of deployment is guaranteed. At the current state though every wave has a pre-configured amount of time set, which would slow down artificially the deployment of the overall set.

The Solution:
It would be nice if we could cut down this time by reducing it via configuration.

The Alternatives:
Another way would be to completely discard the Sync Waves in favor of something else that guarantees the same functionality.
