Implement a syntax whereby configuration variables can be set for specific maps

The syntax may be realized in the root config or in data/maps whereby even default options for specific maps could be shipped if we have the .mapinfo files as default and and say .mapcfg files for custom configurations. This functionality might need interaction with the RCON whereby the configurations can be changed with a special syntax used in input and display in the RCON without server restart.
