HA terraform templates for AWS does not work.
https://github.com/citrix/terraform-cloud-scripts/tree/master/aws/deployments/ha_same_az/ha_same_az_new_deployment

The EIP should be mapped to secondary-private-ip of Primary-NetScaler's client Interface.

IAM policies should be replaced to

 "ec2:DescribeInstances",
 "ec2:AssignPrivateIpAddresses",
 "iam:SimulatePrincipalPolicy",
 "iam:GetRole"
