Mercenary job does not have Mercenary access

Description

Spawning as a merc job does not give you access to the mercenary rooms in most ships, which is an issue, merc rooms exist but mercs cant use them

Reproduction

1. spawn as mercenary
2. go to any ship/station with a private mercenary room
3. touch the door
4. beep beep

this applies to every single mercenary door, why is there mercenary access if mercenaries dont get it?
