NFSDDrobe's Headsets do not come with NFSD encryption keys inside them #2694

Reproduction
Buying any of the three NFSD Headsets in the NFSD Vending Machine located inside NFSD Outpost.

Additional context
I am unsure if this is intended behavior. Perhaps the Sheriff's office has a box with PDAs and Encryption Keys but, even then, I believe the NFSDDrobe's Headsets SHOULD, by design, have the appropriate encrypytion keys inside them.

If this gets changed, please add a regular/prisoner headset without the NFSD keys in there. The headsets don't have keys so they can easily be given to prisoners without leaking NFSD secrets.

Since the PTech still stocks the keys, a change there isn't a huge one. Since the NFSDDrobe is security locked, I think there are a few options here.

  1. Make the change and accept that, if somebody breaks onto an unattended NFSD shuttle, they might get NFSD access.
  2. Make the change and make the NFSDDrobe unhackable (either no screwdriver/wirecutter actions or no wire layout).
  3. Keep the item for the NFSDDrobe.

If swapping over to NFSD-keyed headsets, that should be the only use of the common key headsets, and we could remove those entity prototypes.
