new testnet chain genesis timestamp should be updated. #8

In testnet chain genesis setup (https://github.com/newtonproject/newchain-deploy/blob/master/testnet/share/newchaintestnet.json ), the timestamp 0x60471d42 (1615273282) is 2021-03-09 15:01:22.

Anytime when the testnet is resetted, it's better to update the timestamp to the resetting time to mark the history more accurately.
