Submit operator bundle for Red Hat certification

Once the images have been certified, we need to submit the operator bundle to Red Hat for certification review so that NGF can be listed in OpenShift OperatorHub. See the RH documentation for more details

Acceptance Criteria:

• Pull request to submit the operator bundle submitted to redhat-openshift-ecosystem/certified-operators repo
• All automated certification tests pass
• Red Hat review process initiated
• Submission status is trackable

Notes:

• As the images and operator will be part of the 2.2.0 release, we will need to wait until the release is done to complete this step
