The muxado crate is missing some tokio feature flags

Looks like it fails to build in isolation from the the ngrok crate, which means that ngrok is bringing in some tokio features that muxado isn't on its own. See this publish job.

Should be a 1-liner to fix it in the muxado/Cargo.toml
