Accept empty comment input

Make it explicit that this app should accept an empty string as comments by writing a test for that scenario.
This is already the case that empty comments are accepted, but currently an undocumented feature.
It is useful to keep empty comments so we can know how many users are still clicking "submit" when they don't want to give any text feedback.
