install torchx on Ubuntu error #19

I install torchx on ubuntu (windows subsystem for Linux) using the command "luarocks install torchx"
Then get this error.

Installing https://raw.githubusercontent.com/torch/rocks/master/torchx-scm-1.rockspec...
Using https://raw.githubusercontent.com/torch/rocks/master/torchx-scm-1.rockspec... switching to 'build' mode
Cloning into 'torchx'...
fatal: Could not read from remote repository.

Please make sure you have the correct access rights
and the repository exists.

Error: Failed cloning git repository.

What do I do to solve it?
Please help!
