[feature] ConversationSidebar when scroll down, always keep project whose convos we are viewing in the sidebar on screen

E.g. say we have a project foo with 10 convos and only 5 items fit on the screen. We open the project so we can now see foo and convos 0-3. Now we scroll down. Instead of showing convos 0-4 by scrolling foo offscreen, always keep foo onscreen and instead show foo and convos 1-4.

The only time to take the project off the screen is when other projects bump it off
