Readability is severely affected as the user has to scroll horizontally to see all the legal inputs. Given how many possible inputs there are, the user might have to scroll back and forth multiple times to see all of them. Would be better if the text stayed within the horizontal confined of the box, with automatic line breaks.

We will be rejecting this bug as even if text stayed within the horizontal confines of the box, with automatic line breaks, due to the sheer number of departments displayed, there will still be an overflow in the vertical direction. Hence we decided to retain the current text format and carefully designed a high contrast scrollbar to improve the user experience and make it easier to read from left to right in a smooth order.

Reason for disagreement: Even if the user still has to scroll with automatic line breaks, there is much more scrolling involved with the current implementation as the use of the text box is space inefficient. The user is also able to see less information at a glance like this.
