The editor is a bit clunky to edit the budgets

semicolons have to be placed correctly
missing columns prevent graph creation
looks more like source code, not clear enough

Proposed by @Dremet & @nobodyinperson:

replace every CSV line with GUI elements
e.g. GtkComboBox for time intervals, GtkEntry for Titles, GtkCalendar for the dates, etc...
prevents spelling mistakes
a line can then be created/deleted/edited/duplicated individually
