Non existing page - first 302 and then 404 #6966

nopCommerce version: 4.70, 4.60

Steps to reproduce the problem:
When I enter wrong url (non existing page) - fe https://demo.nopcommerce.com/nonexistingurl
The browser get HTTP 302 redirect to /page-not-found and then the content of "pagenotfound" with status 404 (so the url in the browser is /page-not-found).
It has negative impact for SEO.
It was mentioned also in nopcommerce forum - https://www.nopcommerce.com/en/boards/topic/97204/google-seo-soft-404-issue, https://www.nopcommerce.com/en/boards/topic/96727/non-existing-page-first-302-and-then-404.

I will prepare PR with fix for this issue.
