This is about specific accounts to exclude to a relay right? I could make it use the exclusion settings if the post is from one of your own accounts, right now it handles it like a post from anyone and rebroadcasts it to all write relays.

Right, this is mainly about the account exclusion settings. I'm not sure that the exclusion settings should only apply to own posts though. Generally I would expect Rebroadcast to follow the publish/write/outbox settings for the account that I am on.
