Make sure we're not missing work/features/bug fixes from prod. If so, pick it over into the knapsack or contribute back to hyku

Work committed to prod since knapsack/April 2024:

• i1066 Fix member pagination on OER show pages
• Update GitHub Org (SoftServ => Notch8)
• i1063-fix-tenants-rake
  • This is different than what's in Hyku - pals has error handling added to theirs that we should contribute back to Hyku. ref
• i1053 update ruby-saml gem version to get security fix
• i1051 Set :post as default Solr HTTP method
• i1046-admin-can-deposit-works-into-collections-to-main
• DONT MERGE - FOR PROD DEPLOY: i1046-admin-can-deposit-works-into-collections
• i1042 Fall back on default work type when model is empty
  • CsvParser decorator is commented out and needs to be valkyrized, in addition to we need to contribute back the changes found in the above PR (to bulkrax).
• i1040 Propagate locale between group form tabs
• i1026 Query using AdminSet model directly
  • We need to contribute back the changes done to #admin_set_id_for_new
    -> We've determined this fallback is no longer necessary for a valkyrized application because the user will always choose an admin set first so there will be not need to look it up.
• i1026 Fix AdminSet-related 504 timeout errors on work forms
