Instance settings incorrect in Noto Serif Myanmar

In the main Noto repo and on the Noto public site the weights are not correct:

As we can see, Extralight is heavier than Light; Regular and Semibold are identical; Bold and Black are identical. The same error persists across all the widths.

I know I've asked before, but please build some QA into the workflow, preferably by the actual designers.
