Moved from googlei18n/noto-alpha#35

Imported from Google Code issue notofonts/noto-fonts#35 created by [email protected] on 2013-12-05T18:57:15.000Z:

http://www.unicode.org/charts/PDF/UA830.pdf makes some recommendation for fractional indic numbers.

I have not seen much of these numbers in the wold.

This bug is to track whether we really need support for these in the Noto Indic fonts.

For evidence and discussion of the signs and their usage, see http://www.unicode.org/L2/L2007/07139r-north-indian-acctg-signs.pdf.

Reading through that and looking at the samples, it's clear to me that we need to support the characters in the fonts. The actual work shouldn't be too much, since a lot of reuse can happen.

All the Indic Noto fonts that are expected to have these characters have been re-delived last year. Remember that this was one of the things the Lint tool reported, which we addressed. Please close this issue.

@marekjez86 tested A830 A831 A832 A833 A834 A835 A836 A837 A838 A839 (꠰꠱꠲꠳꠴꠵꠶꠷꠸꠹) using NotoSansBengali and NotoSans and it seem both fonts don't have these codepoints. Which font these codepoints should tested with?

Currently the following fonts support these:
NotoSansDevanagari
NotoSansGujarati
NotoSansGurmukhi
NotoSansKaithi
NotoSansKannada
NotoSansKhojki
NotoSansKhudawadi
NotoSansMahajani
NotoSansModi
NotoSansTirhuta
NotoSerifDevanagari
NotoSerifGujarati
NotoSerifGurmukhi
NotoSerifKannada

Other Indic fonts do not seem to have them (eg. Malayalam, Bengali, Oriya, OlChiki, Telugu, Tamil).

Need to think about it.

Tested A830 A831 A832 A833 A834 A835 A836 A837 A838 A839 (꠰꠱꠲꠳꠴꠵꠶꠷꠸꠹) using NotoSansDevanagari, NotoSansKannada, NotoSansKaithi, NotoSerifGujarati, NotoSansModi, NotoSansMahajani, NotoSansKhojki and NotoSansGurmukhi

  1. A836 A837 A838 A839 (꠶꠷꠸꠹) not in NotoSansKannada
  2. ꠳꠴꠵ behave correctly for Kannada (written horizontally instead of slanted forms)
