Additional weights for Old Turkic

Hello,

I have been creating new weights for Noto Sans Old Turkic, and I would like to submit them for upstreaming.

What is the correct procedure and what checks do I need to perform beforehand?

The source that needs to be modified is at https://github.com/googlefonts/noto-source/tree/main/src/NotoSansOldTurkic

When you are done please create a pull request in the same repository

Hello. I am still interested, but did not find the time to act on it yet. I'd appreciate keeping the issue open, I'll try to give it a go once I find some free time.
