Release v1.3.0

Changes in this Release:

• A --out_file flag (-o for short) allows dumping the output into a file
• A --format flag allows selecting output format. Currently either "txt" or "md".
• NCA default install path is now /nca. Use --nca_path to override.
• Updates to README.md
• Testing now includes comparing actual output to expected output.
