Implement custom rules editor

The user should have a way to create custom rules additionally to the default ones.
Therefore an editor should be created, which allows adding, editing and removing rules.

A simple editor would allow to edit the JSON directly, though a customized one allowing to create, edit and delete single entries via a form would be easier to use.
