The README doesn't say how to install Jekyll (or that it assumes you have Ruby to install it).

Update the README and include a Gemfile to install Jekyll following the example in the GitHub Pages docs.

This site gets built with Jekyll so show how to install Jekyll using
Bundler.

Add a Gemfile to follow the practice for installing Jekyll from
the GitHub Pages docs (see
https://help.github.com/articles/setting-up-your-github-pages-site-locally-with-jekyll).
That seems like a sensible option since this site is built using GitHub
Pages.
