Remove need for privileged mode in troubleshooting lesson

The SIP phone and asterisk endpoints in the troubleshooting lesson require NET_ADMIN capabilities, because their configuration scripts both make changes to interface IP addresses within the container. We should modify the lesson so that we don't need to do this.

The lesson has been disabled in the meantime, so once this work is done, it can be re-published.
