How hard would this be? Can we leverage work we already did for the plugin? Do a timeboxed evaluation and figure out how much this costs.

What do we call these specialized packages?

Layers that currently have in_package=False config could be candidates for inclusion in these more focused packages. That config is now OBE w/ our dropping support of the plugin.

The tags key is also OBE for the same reason! I think it makes sense to get rid of both and maybe having a more verbose field like packaging_tags for this functionality?
