Deprecate and drop creating new eacl tables with keys

I'm always frustrated when we support creating new tables if we say they are deprecated.

Describe the solution you'd like

Deprecate (print warnings in CLI) in 0.44 release and drop this functionality in 0.45.

Describe alternatives you've considered

Do nothing until 0.45 or do nothing at all. I do not like deprecated usage and always try to drop it as soon as possible.
