Detect when a Host Replaces Another Host

Suppose you have a DHCP network that accesses the Internet though a router (i.e. the device MAC is not visible). This ticket is to request to trigger a hint when host IP a.b.c.d behaves differently with respect to the same host a.b.c.d but that was previously mapped to a different host by the DHCP server (i.e. the old IP has been reassigned)
