Patch script fails when run against already patched image

yum remove -y $ovs_package_name

The patch script should be idempotent, but it currently fails when the openvswitch package is removed in a previous run. The empty 'yum remove' command causes the process to abort with an error

Hey @jbemmel our documentation we explicitly state "If image patching fails for some reason then remove the partially patched overcloud-full.qcow2 and create a copy of it from the backup image before retrying image patching again."
Please try with fresh overcloud-full.qcow2 when we try to re patch.

We have some improvement coming in a future release to prevent a user from the script itself but that's not in place right now.
