Can this be used to attack a server you dont own?

I was just wondering if this is a server management bot or a attack one, and if it is a attack bot, how would you use it once install, directions were not completely clear.

you would need to somehow get someone in that server with the administrator tick to invite the bot to the server before you could use it in that server.
