Since Gnome 3.30, gnome-tweaks has removed the "Dark theme" switch, instead relying on themes providing both a light and a dark theme.
The only way to access the dark theme is to manually head into ~/.config/gtk-3.0/settings.ini and place a "1" on the gtk-application-prefer-dark-theme line.

I suppose it is due to a gnome-tweaks change, yes.
I think the official consensus from the GNOME team is that the dark and light versions should be split into two different themes (which is a bit stupid imo but oh well!)
