Changes in NumPy PDF documentation.

This is more a heads up than an issue. Because we no longer build PDF documentation, I have kept the NumPy 1.23.x links to those files in the 1.24.x documentation recently committed to the numpy/doc repository. If we prefer to dispense with those links entirely the code in that repo should be updated.

+1 for removing the [[Reference Guide PDF]](https://numpy.org/doc/1.23/numpy-ref.pdf) [[User Guide PDF]](https://numpy.org/doc/1.23/numpy-user.pdf) links on https://numpy.org/doc/. They're under the wrong release, and we don't build them anymore on purpose.
