It appears that someone has created a numpy.net webpage that is masquerading as numpy.org

As an example searching DuckDuckGo for "numpy 1 to 2 promotion logic nep" yields this as the first result:

https://numpy.net/neps/nep-0050-scalar-promotion.html (note not numpy.org)

It looks like the registrar is Alibaba. Here is their abuse contact info:
