Does it make sense to chop off the bill headers? By bill headers I mean the following:

IN SENATE -- Introduced by Sen. MARCELLINO -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee

IN ASSEMBLY -- Introduced by M. of A. CONTE, RAIA -- read once and referred to the Committee on Local Governments -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee

AN ACT to amend the general municipal law, in relation to authorizing the creation of certain local civil administrative enforcement bureaus

This is almost identical on all bills with the exception of the sponsor name, bill id, same-as id, as a summary reasons for each amendment. This information should be available from outside the bill text so we might be able to incorporate it into the bill header.
