When moving files, check to see if already in to_process destination - if so skip

I think script got rebooted in middle of big move, then failed when trying to remove. needs error check

Better would be

check if already in destination
if yes, check if size is smaller
if smaller, delete and copy again
if same/larger, - check torrent status/seed destination too?
