Clean up OBI editor notes and curator notes

This is an issue for a general clean-up task.

Although we don't tend to use these annotations anymore, earlier in OBI's history we made extensive use of editor notes and curator notes. They include a bunch of "to do" and suggested tasks, which may no longer be relevant, and can be confusing to users.

There are also many old issues on this tracker saying that we should follow-up on specific editor and curator notes. It's all too easy for those issues to get out-of-sync with the OBI terms themselves. In today's OBI developer call I closed a number of those issues.

This issue is kept open as a reminder of this task. While a lot of work was done, many such leftover issues remain, and should be ultimately cleaned up, but this has overall low priority.
