[Documentation] - Update functions to reflect the latest functionality inside of DAOBot

Problem Statement:

• Currently, many functions and logic in code is not documented

Proposed Standard - ESDoc

DOD:

• If you don't know how something works, let's mark it, so someone can improve it.
• Add explanation to current functions: function scope and functionality, input and output parameters
• Use something like ESDoc to generate documentation
