DoD:

Proposals are not going to be accepted right away
Similar to core-tech earmarks, we need to accept proposals into the round
We need to figure out a design to reconcile this flow w/ port (i.e. can we move posts between categories so once something gets accepted, that it gets moved over to the right category)
We will likely start getting orphaned/mixed proposals in airtable (submit for R19 but are only accepted in R23).
