Status page and reporting

It would be useful to have visibility on the packages that can't be generated. We could have a status page that lists the status of each packages, and send notifications to report build failures

A lot of failures seem to be because of build failures. It could be useful to cross check the list of failures with check.ocamllab.io to see which packages fail on the CI, but not on opam-repo.

We need more work done on scoping out what is required. @novemberkilo is working on adding a cli component to provide some of this capability plus a capnp API for remote systems.
